Transportation Disadvantaged

While many of us take our mobility for granted, some people find transportation to be an obstacle. Those who are unable to transport themselves or purchase needed transportation because of physical or mental disability, income status, or age are considered transportation disadvantaged. These members of the community depend on paratransit service for trips to work, school, health care, and social activities. LYNX is Central Florida’s Regional Community Transportation Coordinator (CTC) service provider for Americans with Disabilities Act (ADA) and Transportation Disadvantaged (TD) persons in Orange, Osceola and Seminole counties. ACCESS LYNX is a shared ride door-to-door transportation service provided by MV Transportation under the supervision of LYNX.

The ACCESS LYNX program provides transportation for eligible individuals who are not able to use the regular fixed-route bus service because of a disability or other limitations.  Currently, the ACCESS LYNX paratransit program provides more than 2,100 scheduled passenger trips each weekday, using a variety of vehicles equipped for individuals with various disabilities. Because the demand for these special transit services is high, it is important that each customer carefully follow program guidelines.

The Florida Commission for the Transportation Disadvantaged (CTD) serves as the policy setting board that is legislatively responsible for coordinating transportation disadvantaged services.

Medicaid Transportation

LYNX does not provide medical transportation to Medicaid recipients enrolled in the Managed Medicaid Assistance (MMA) program. Instead, Medicaid MMA users must schedule medically related transportation through their MMA plan providers. ACCESS LYNX continues to provide transportation for non-medical trips to users who are eligible under the Americans with Disabilities Act (ADA) and transportation disadvantaged funds.

Concerns about Medicaid trips should be directed to the Agency for Healthcare Administration (AHCA) by completing the online complaint form or by calling toll free 1-877-254-1055.

Transportation Disadvantaged Local Coordinating Board

Persons with an interest in transportation disadvantaged issues are welcome to attend a Transportation Disadvantaged Local Coordinating Board (TDLCB) meeting. The TDLCB evaluates the service provided by ACCESS LYNX. Meetings are scheduled quarterly (February, May, August, November) and the agenda always contains a public comment period for members of the public who wish to address the board. TDLCB meetings are usually held at MetroPlan Orlando

Grievance Procedures

Transportation disadvantaged individuals who experience an ongoing service problem with ACCESS LYNX can file a formal grievance. Requirements include:

  • A service problem must be documented as ongoing for a 30-day period.
  • The customer must demonstrate that they have unsuccessfully attempted to resolve the issue with the CTC (ACCESS LYNX) on multiple occasions.
  • The customer must demonstrate a level of service that has been provided which is below locally accepted service standards.
