MetroPlan Orlando Highlights Early Success of Pilot E-Bike Safety Education Program

Lara Bouck, Manager of Project Development at MetroPlan Orlando, updated the board on July 8 about the organization’s pilot e-bike safety education program, which launched in March in response to growing safety concerns and an increase in e-micromobility related crashes across Central Florida.

Crash Data Underscores Need for Education: Recent analysis found a 54% increase in the share of bicycle crashes that involve e-bikes compared with pre-pandemic levels. While traditional bicycles continue to account for the highest number of crashes overall, the data shows younger riders under age 15 are disproportionately involved in e-scooter crashes, while riders ages 19 to 29 are overrepresented in e-bike crashes.

Interactive Online Safety Curriculum: The pilot program features a 60-minute online course developed by the American Bicycling Education Association. The curriculum includes 21 interactive modules covering safe e-bike operation, traffic laws, navigating bicycle infrastructure, and crash prevention strategies.

Strong Results at Luminary Middle School: The program achieved its greatest success at Luminary Middle School, where the course was incorporated into classroom instruction through the Canvas learning management system. Within one month, 268 students completed the training and earned an average in course quiz score of 96%.

Lessons from the Pilot: MetroPlan Orlando identified several factors that contributed to the program’s success, including having a dedicated school champion to encourage participation and integrating the curriculum into required classroom instruction rather than offering it as a voluntary activity.

Program Expansion Planned: MetroPlan Orlando plans to expand the initiative by re-engaging the Orange, Osceola and Seminole County school districts, focusing on campuses with high levels of e-bike ridership, and partnering with Florida Virtual School. The agency expects to complete program deployment by the end of October and present a comprehensive final report to the board before the end of the year.
